    Regulatory Compliance when the Rule of Law Is Weak: Evidence from China’s Environmental Reform

    What drives regulatees’ behaviors when the institution of law is weak? This study seeks to answer the question by examining environmental regulation enforcement in China. Based on survey and interview data on Hong Kong-owned manufacturing enterprises in the Pearl River Delta Region, Guangdong Province, we found that their decisions to adopt basic and proactive environmental management practices were less driven by concerns for legality than by their perceptions of the regulators’ actions and gestures. Enterprises adopted basic environmental practices to avoid potential punishment and more proactive practices to avoid potentially arbitrary impositions from regulatory officials. Regulated enterprises were more likely to adopt both basic and proactive environmental practices if they had less difficulties in understanding the enforced regulations. These findings suggest important ways in which regulatory compliance behaviors in a developmental context may differ from those in Western countries.postprin

    Psychometric properties of the caregiver inventory for measuring caregiving self-efficacy of caregivers of patients with palliative care needs

    Taking care of patients with palliative care needs could be a stressful event. While caregiving was associated with decreases in psychological health in caregivers, increased caregiving self-efficacy associated with reduced burden. Yet, there is no instrument available in Chinese for assessing caregiving self-efficacy in the palliative care setting. This study aimed to examine the psychometric properties of a Chinese version of Caregiver Inventory (CGI) in Chinese caregivers of patients with palliative care needs. The CGI was translated to the Chinese language, validated by an expert panel, and tested. A convenience sample of 232 patient-caregiver dyads recruited from three hospitals in Hong Kong was included in the analysis. A high completion rate of 95.5% in caregivers and no floor or ceiling effects were noted for the CGI. In contrast to the four-factor structure identified in the original 21- item CGI, our EFA produced an 18-item solution accounting for 57% of the total variation comprising three factors: (1) Care of the care recipient, (2) Managing information and self-care, and (3) Managing emotional interaction with care recipient (C-CGI-18). Separate dimensions for Managing information and Self-care were not supported. For the three domains of the C-CGI-18, Cronbach’s alphas ranged from 0.84 to 0.90 and 2-week testretest reliability ranged from 0.71 to 0.76. Correlations of the three domains with caregiver strain (r: -0.31 to -0.42, p-values<0.01) and total scores in perceived social support (r: 0.24 to 0.36, p-values<0.01). Correlation between the Care of the care recipient domain and patient’s physical functioning (r=0.17, p-value<0.05) indicated acceptable construct validity. In conclusion, the C-CGI-18 has suitable factor structure and psychometric properties for use in assessing caregiving self-efficacy among Chinese caregivers of patients with palliative care needs. It is simply and easy to use and can be recommended for clinical and research practice for the Hong Kong Chinese populations

    The influence of environmental knowledge and values on managerial behaviours on behalf of the environment: An empirical examination of managers in China

    This study explores linkages between what Chinese managers generally know about environmental issues, how strongly they value environmental protection, and different types of behaviours/actions they may take within their organizations on behalf of the environment. From a sample of 305 managers in Guangzhou and Beijing, it was found that both environmental knowledge and values are more predictive of more personal managerial behaviours, such as keeping informed of relevant company issues and working within the system to minimize environmental impacts, than more overt behaviours. Moreover, for these more personal actions, environmental knowledge and values were found to have both main and interactive effects. By comparison, it was found that both environmental values and knowledge had additive effects on managerial tendencies to initiate new programs within their domain of responsibility.     Enforcement styles, organizational commitment, and enforcement effectiveness: an empirical study of local environmental protection officials in urban China

    The authors investigated the relationship between enforcement styles and perceptions of enforcement effectiveness in China by surveying three groups of environmental protection bureau officials from the major cities of Guangzhou, Chengdu, and Dalian. In general, it was found that organizational commitment partially mediates the relationship between the enforcement style of prioritization and perceptions of effectiveness. In this case, mediation and direct effects work together such that prioritization has by far the greatest positive total effect. In contrast, a coercive enforcement style is more completely mediated by organizational commitment, but this relationship is negative (that is, a coercive style appears to reduce organizational commitment, leading to lower perceptions of enforcement effectiveness). Although some differences are noted among the three samples, the overall pattern suggests that other enforcement styles (formalism, education, and external influence) appear to be much less influential in shaping perceptions of enforcement effectiveness

    Assessing ecological modernization in China: Stakeholder demands and corporate environmental management practices in Guangdong Province

    This paper compares the key arguments of ecological modernization theory (EMT) with the reality of recent environmental reform in China. Based on data gathered from a survey and in-depth interviews with executives from Hong Kong-based enterprises operating in Guangdong province, we examine the changing roles of government, market, and civil society actors in the reform process, focusing on various types of pressures these actors have exerted on business enterprises. Compatible with Mol's (2006) conjectures, ecological concerns have gradually gained a foothold in existing political, economic, and to a lesser extent, social institutions. Yet, the relevant actors and their patterns of interactions differ from what EMT generalizes from Western European experiences. Specifically, local governments are assuming a more formalized relationship with firms in regulatory enforcement. Among market actors, organizational buyers along the supply chain have exerted more noticeable pressures on manufacturing firms than industrial associations and individual consumers. Civil society, while remaining less of an institutionalized actor in the environmental policy process, appears to pose a perceptible threat to at least some firms.Department of Management and Marketin
